You are on the north end of the Stone Arch Bridge in Main Street Park. This is a former railroad bridge, completed in 1883, that has been converted to a pedestrian and bike bridge.
It which leads to the downtown (west) side of the river. St. Anthony Falls is on the right side of the bridge. The Upper St. Anthony Lock and Dam is at the other ends of the bridge. links

The 1883 photo of the bridges construction. My Grandfather was a stone mason and I have a photo of him and the construction crew when they first started the bridge.
