This view is looking east from the Witch's Hat water tower in the Prospect Park neighborhood of Minneapolis. The tower at center frame belongs to KSTP-TV, which is located on University Avenue at Bedford Street. That is also the border between Minneapolis and St. Paul.
The round, white sphere to the right of the tower is the KSTP Doppler radar tower.

Down to the right is Emerald Street, which has to be one of, if not the only, street which has Minneapolis residences on one side and St. Paul on the other. The St. Paul side is new condos.
