The artist working on the painting on the right just stepped down to the shore to help with something, perhaps a fishing pole. I've seen this artist by Lake Harriet, but don't have a name for him. The view in the paining is looking east towards downtown. The bridge is West Lake of the Isles Parkway where it crosses over the Kenilworth Lagoon(which is the water in front of you).
