This is a jeepney in the philippines, near the entrance to the freeway to Manila (from Angeles City, Pampanga).
Jeepneys (like this one) are manufactured in private workshops, and use diesel engines and reconditioned parts. There are hundreds of thousands in the Philippines, all hand-built and usually custom-decorated.
