When I grew up in the 50s in the Lowery Hill neighborhood, We called this "stinky pond". It always had a scum and a smell. It usually was a blockade that kept us from getting to the railroad tracks. It was a great area to grow up in with mysterious huge houses and lots of things happening at the Parade Gounds and the old rose gardens. Thanks for the photo update.
