You are looking north from 1st Street S near Portland, where it turns into West River Parkway. The milling district on the east bank is in the background. Below that is the Stone Arch Bridge. At center-frame is the construction site for the Mill Ruins Park. It will feature renovated ruins from the milling district on this bank of the river.
Minneapolis was once the milling capital of the world, before water power was replaced with electricity. Water was used as a power source for the Pillsbury "A" mill(on the other bank) until the 1950s. The city's baseball team used to be called the "Minneapolis Millers". links
